Due to the abundance of raw materials useful in producing crafts in Nantou County, county craft training classes, which were the predecessor of the National Taiwan Craft Research Institute, were first held in 1935. Their goal was to nurture and train people skilled in various crafts. After the Kuomintang government moved its offices to Taiwan in 1949 the development of domestic crafts was encouraged, and these classes were relocated to Tsaotuen in 1954. Five years later the Nantou County Handicraft Research & Training Institute was established. To help alleviate poverty, the Taiwan Provincial Government implemented a project to improve the quality and marketing of handicrafts.

In July 1973, the institute was renamed the Taiwan Provincial Handicraft Research Institute, a Grade 3 organization affiliated with the Taiwan Provincial Government's Department of Reconstruction.

In July 1999, the Taiwan Provincial Government was reorganized and the institute was once again renamed, this time becoming the National Taiwan Craft Research Institute, an agency under the Council for Cultural Affairs. The Institute promotes unique local crafts, design, innovation, and the development of the culture industry. It also seeks to meet its primary goals of encouraging Taiwan's people to cultivate a greater appreciation of crafts, to bring beauty to life, and to seek more international exchanges related to crafts.
